WHAT IS CHECKED
What a Machine
Detects Reliably.
Every point belongs to a success criterion of WCAG 2.2 or a W3C recommendation. The report names the criterion, the place in the HTML and an example for the fix.
- 01
Language and Page Title
lang on the html element (3.1.1) and a title in the title element (2.4.2). A screen reader reads both first.
- 02
Text Alternatives
Every image needs an alt attribute, decorative images an empty one (1.1.1). File names as text are a known failure.
- 03
Forms
Every field needs an associated label (1.3.1, 3.3.2, 4.1.2). A placeholder does not replace it.
- 04
Links, Buttons, Frames
Icon links and menu buttons without text or aria-label, iframes without title (2.4.4, 4.1.2).
- 05
Headings
Is there an h1, and are levels skipped? The W3C advises avoiding jumps where possible (1.3.1).
- 06
Zoom, Time Limit, Main Area
No blocked zoom (1.4.4), no automatic redirect with a delay (2.2.1), a main element or skip link (2.4.1).
LIMITS OF THE QUICK CHECK
Notes.
Not a Certificate.
The quick check sees the HTML the server delivers. A result without notes does not mean that the page is accessible or legally compliant.
- Not checked: color contrast, font sizes and display at 400 percent zoom.
- Not checked: keyboard operation, visible focus, order when tabbing through.
- Not checked: whether text alternatives, labels and link texts are understandable.
- Not checked: content that JavaScript only creates in the browser, PDF documents, videos and all subpages.
For a first check of your own in the browser, the W3C has published the Easy Checks. The third-party check shows the third parties your website loads, and the website security check shows the security of the page.
LEGAL FRAMEWORK
Who Must,
Who Should.
An overview of the legal bases in Austria, with references. It does not replace legal advice.
Federal Government: WZG
The Web Accessibility Act applies to websites and mobile applications of the federal government and of federal institutions (Section 2(1)). It implements Directive (EU) 2016/2102 (Section 1(2)).
Federal States and Municipalities
Websites of the federal states and municipalities are not covered by the WZG but by the respective state law that implements the same directive.
Private Sector: BaFG
Since 28 June 2025 for certain products and services, such as in e-commerce and banking services for consumers (Section 2(2)). Microenterprises providing services are exempt (Section 6(1)).
The technical benchmark is the harmonized standard EN 301 549 V3.2.1: for web pages, it requires the success criteria of WCAG 2.1 at level AA.
QUESTIONS
Good to Know.
Is my website accessible if the quick check finds nothing?
The quick check does not say that. It checks the delivered HTML of one page for shortcomings that can be detected reliably by machine. The W3C states that tools cannot check all aspects automatically and cannot determine accessibility, only help with it. Only a person can judge color contrast, keyboard operation, understandable texts and meaningful text alternatives. A statement of conformance needs an evaluation according to WCAG 2.2 or EN 301 549.
Which rules apply in Austria?
For websites and apps of the federal government, the Web Accessibility Act (WZG) applies, which implements Directive (EU) 2016/2102. The federal states and municipalities do not fall under the WZG; for them, the federal states implement the directive in laws of their own. Since 28 June 2025, the Accessibility Act (BaFG) also applies to certain products and services of the private sector, including e-commerce services and banking services for consumers. The quick check does not clarify whether and how it applies to you; this is not legal advice.
Does the BaFG also apply to small companies?
Microenterprises that provide services are exempt from the accessibility requirements (Section 6(1) BaFG). A microenterprise is one that employs fewer than ten people and has an annual turnover or annual balance sheet total of at most EUR 2 million (Section 3 item 19 BaFG). The exemption concerns services; for products, please read the law itself. Regardless of the obligation, accessible pages reach more people.
Why WCAG 2.2 and not 2.1?
WCAG 2.2 has been the current W3C version since 12 December 2024. The harmonized standard EN 301 549 V3.2.1 requires the success criteria of WCAG 2.1 at level AA for web pages; the new ETSI version V4.1.1 of September 2026 is based on WCAG 2.2. All criteria the quick check touches exist in WCAG 2.0, 2.1 and 2.2.
Does TOMORIS store my input or the result?
No, not permanently. Our server fetches the page once, without running JavaScript; the website checked sees our server, not your IP address. The result stays in memory for five minutes so that repeated requests do not put load on the website again, and it is deleted after six minutes at the latest. Details are in the privacy statement.
