FOR YOUR MUNICIPALITY

IT that understands everyday municipal work.

Municipal office, maintenance depot, school and kindergarten have different requirements. We look at the sites together and plan operations and renewal.

MUNICIPALITIES / STARTING POINT

What shapes
your everyday work.

  • 03

    Citizen services online

Website, forms and digital administrative procedures should be available, secure and accessible.

FRAMEWORK & OBLIGATIONS

What laws and
standards require.

General guidance with sources, as of October 2026. It does not replace legal advice; the assessment of each individual case remains with you.
  • NISG 2026 (NIS2)

    NIS2: administration exempt, operations not

Municipalities and associations of municipalities are not public administration entities within the meaning of the Austrian NIS Act (NISG 2026) (§ 24(3)). Check operations, for example for drinking water, wastewater, waste or energy, separately against the sectors in Annexes 1 and 2: from medium size they can be important, and in Annex 1 from large size essential (§ 24(1) no. 3 and (2) no. 1).

  • LAW

    Freedom of information

Municipalities with 5,000 or more inhabitants proactively publish information of general interest on the internet; requests for information must be answered within four weeks (§§ 4 and 8 IFG, since September 1, 2025).

  • Accessibility

    Accessible municipal website

The EU directive on the accessibility of public sector websites also covers regional and local authorities and requires an accessibility statement (Art. 3(1) and Art. 7 Directive (EU) 2016/2102). In Upper Austria, for example, this is governed for the state and its municipalities by § 15b of the Upper Austrian Anti-Discrimination Act (Oö. Antidiskriminierungsgesetz).

  • GDPR

    Data protection officer

As a public body, the municipality designates a data protection officer in every case (Art. 37(1)(a) GDPR).

FREQUENTLY ASKED QUESTIONS

Answered
briefly.

Are municipalities covered by NIS2?

Not as an administration: the Austrian NIS Act (NISG 2026) excludes municipalities and associations of municipalities from the public administration sector. Anyone who operates drinking water, wastewater, waste or energy services, whether as the municipality itself, as an association or as a company, may nevertheless be essential or important under Annex 1 or 2, depending on size; we review this with you separately.

Does TOMORIS also support the municipality’s school and kindergarten?

Yes. We consider the municipal office, educational facilities and other sites together. For kindergartens, PIA is also available as dedicated software for documentation and parent communication.

How do we keep track of costs and renewals?

With joint annual planning: ongoing support, upcoming renewals and projects are laid out transparently side by side.
